Job Description

MV Transportation is seeking a Corporate Drug & Alcohol Compliance Manager who is responsible for Administering MV TRANSPORTATION's Drug & Alcohol Testing programs. Responsible for upholding compliance with FTA and DOT Drug and Alcohol regulations for MV Transportation contracts and providing guidance to division management on necessary actions and responsibilities concerning compliance. This position oversees MV's administrative support staff, managing timelines and ensuring complete coverage of administrative tasks. Attention to detail and accuracy are paramount.

Work is performed in an office setting with field activities, travel to other settings for meetings. Some work assignments may require work outside of normal work schedule; evenings and/or weekends. Must be able to provide on-call 24/7 availability, and to be present in the office during regular work hours.

This position is based in our Dallas corporate offices. Qualified candidate will report directly to the Director of Drug and Alcohol Compliance and will be part of an aggressive and dedicated team.

Core responsibilities of the Corporate Drug & Alcohol Compliance Manager are as follows:

  • Oversees the administration of MV Transportation's Drug and Alcohol Random Testing Program in accordance with MV Transportation policies and procedures and FTA / FMCSA / DOT regulations.
  • Serves as gatekeeper to the Medical Review Officer, reporting out all non-negative tests in accordance with the DOT regulations, including all maintenance of records.
  • Ensures MV Transportation sub-contractor's compliance with safety sensitive positions.
  • Prepares and presents a variety of reports to Director of Drug & Alcohol Compliance.
  • Serves as liaison with sub-contractor management and their service agents.
  • Advises MV Transportation Division Managers on appropriate and applicable record-keeping requirements.
  • Oversees desk audits of contractor files and on-site audits of contractors with safety sensitive positions to ensure compliance with regulations.
  • Monitors and enforces safety sensitive contractors' compliance with FTA / DOT Regulations and MV Transportation requirements.
  • Verifies employee transfers from a non-safety sensitive to a safety sensitive position for Staffing division, ensuring appropriate safety sensitive testing is conducted.

Key Performance Indicators

  • 100% Compliance in random testing oversight to meet DOT percentages (0 failing of audits).
  • Interpersonal skills to effectively and sensitively communicate with all levels of management, as well as employees.
  • Education and experience requirements.
  • The ideal candidate possesses a BA or BS degree and five (5+) years directly related experience working with drug and alcohol programs and extensive knowledge of federal laws regulating drug and alcohol programs for the transit industry plus a minimum of two (2) years direct supervisory/management experience, or related experience may be substituted.
  • High Emotional Intelligence and ability to work on multiple high priority tasks simultaneously. Must work extremely well under pressure to meet strict internal and external deadlines.
  • Customer service, strong organization skills, and ability to meet timelines is critical.
  • The selected individual must be conscientious, and integrate constructive feedback seamlessly.
  • Superior customer service to internal/MV team (complaints vs. commendations).
  • Expert or highly advanced proficiency with MS 2013 Office Suite and Adobe Professional.

This position must provide accurate information when advising employees and management in applying and interpreting MV Transportation's Drug/Alcohol Policy and Procedures and FTA/FMCSA Regulations. Non-compliance with MV Transportation's Drug and Alcohol Policy and Procedures and non-conformance to FTA regulations by MV Transportation or charter and other contractors could lead to severe financial penalties imposed by the FTA.
