Job Description

MV Transportation is seeking a Planner to perform intermediate professional work collecting, organizing and evaluating planning data. Employees in this classification assist boards and commissions, conduct research, develop ordinance amendments, administer sub department regulations, coordinate divisional plan reviews, maintain records and prepare reports.


  • Conducts plan review of site development and site improvement plans for compliance with the Land Development Code (LDC); researches, reviews, prepares, and/or approves executive summaries, zoning certificates for all businesses obtaining occupational licenses, temporary use permits, and building permits.
  • Presents petitions before the Collier County Planning Commission.
  • Provides support to various sections within the department regarding verbal clarification and/or interpretations and research; conducts and develops research relevant to planning through the use of the Internet, libraries, professional organizations, experts, surveys, field interviews, committees, public meetings, etc.
  • Provides the public with information related to the status of projects; assists the public at the front counter for any and all questions related to zoning and development regulations.
  • Conducts site visits of properties related to petition submittals and zoning certificates for compliance.
  • Conducts pre-application meetings to review plans in the preliminary stages of developing a project to give direction to applicants.
  • Conducts and participates in meetings and training; coordinates various committees.
  • Presents information on various planning related topics to focus groups, school children, business community, residents, special committees, professional organizations, Planning Commission and County Commissioners, requiring public speaking and the preparation of visual presentations; serves as a liaison with the public.
  • Performs record keeping; maintains files; composes memos and letters.
  • Compiles and develops collected data into reports concerning planning issues; researches planning and development practices.
  • Meets with property owners, business owners, and residents to discuss their planning needs and concerns.
  • Provides technical and advisory services to County officials and other County staff as required.
  • Proposes and drafts amendments to the Land Development Code; interprets and applies the Communications Tower Code; interprets the Sign Code; interprets maps, legal descriptions, and zoning laws.
  • Operates a computer, printer, calculator, scale, copier, telephone, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
  • Updates petition applications and maintains records.
  • Maintains copies of the LDC sections to hand out the public.
  • Performs other related duties as required.
  • In the event of declared state of emergency, employees in this classification may be called to work during days or hours other than those for which they are regularly scheduled.

  • Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

ADA Compliance:

  • Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

Minimum Qualifications:

  • Bachelor's degree (preferred not required) with course work emphasis in Planning, Architecture, or related field.
  • One (1) year of experience in comprehensive planning, community planning, land use, or land development regulations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Fingerprinting required.
